Although the stormwater user charge is an additional fee to residents and businesses for stormwater services, it is not based on the assessed value of a property like a tax. Furthermore, all the stormwater user fee revenues must be spent on stormwater and drainage related issues whereas General Fund Tax Revenues are not subject to such restrictions.
